API Mission Statement

Public Intellectuals are those—academics, researchers, media professionals, artists, creative writers, NGO activists, social workers, public servants and others with moral authority—who are committed to working for the betterment of society by applying their professional knowledge, wisdom and experience.

The Nippon Foundation Fellowships for Asian Public Intellectuals (API Fellowships Program) is designed to stimulate the creation of a pool of such intellectuals in the region. They aim to promote mutual learning among Asian public intellectuals and to contribute to the growth of public spaces in which effective responses to regional needs can be generated.

What are the goals?

To create and nurture a community of public intellectuals in the Asian region;

To promote mutual learning among Asian public intellectuals; and

To contribute to the growth of public spaces in which effective responses to regional needs can be generated.

In selecting Fellows, API Fellowships Program will favor projects that address critical issues for the region, which use creative and multidisciplinary approaches, and which have some element of advocacy.

What are the themes?

- Changing Identities and their Social, Historical, and Cultural Contexts: e.g., the use of historical memory in building regional and national identities; the construction of cultural majorities and minorities; the role of the media and the arts; the dynamics of cultural encounter; the performance of gender, religion, and class roles.

- Reflections on the Human Condition and the Search for Social Justice: e.g., the distribution of political rights; economic and physical security; the management of social change; the marginalization of peripheral populations; human interaction with the environment.

- Globalization: Structures, Processes, and Alternatives: e.g., the impact of economic integration on states and societies; human and capital migration; the changing role of borders; the meaning of self-reliance; the global marketing of culture; civil society in the era of globalization.

What can I do as a project?

The project may take several forms: research paper; film; series of journalistic articles; data gathering; building networks; work of art, etc., but must fulfill three conditions: it must NOT be part of your regular employment; it must contribute to the goals of the API Fellowships Program, and fit with the API themes; and it must have tangible output (research paper, film, photo essay, etc.).

The project must be carried out in one or more of the API Participating Countries, but NOT in your native country or country of residence. The current Participating Countries are: Indonesia, Japan, Malaysia, the Philippines, and Thailand.

You will need to find a Host Insitution in the country where you carry out the project.

Who can apply?

Anyone involved in the production and exchange of knowledge or ideas in line with the goals of API Fellowships Program. This includes academics, researchers, media professionals, artists, writers, NGO workers, social workers, public servants and others who work for the betterment of society.

General eligibility requirements:

- Applicants must hold the nationality or proper resident status in one of the five (5) Participating Countries and reside in the country at the time of application;

- Applicants must attend an interview at a designated date and place;

- The proposed project by the applicant must take place and should be completed within the period of July 1, 2010 to July 31, 2011 (Note: The fellowship period must be continuous.);

- Applicants must have a basic knowledge of English or a laungage(s) spoken in the country(ies) where the proposed research and/or activities are conducted; and

- Applicants must be based in the region/country and will continue to be so in the future.

API Senior Fellowships and API Fellowships?

(Categories of Fellowships)

The API Fellowships Program offers two (2) categories of Fellowships: API Senior Fellowships and API Fellowships. The categorization is based essentially on the age of the applicant.

The API Senior Fellowships are meant for those with an established track record as a public intellectual and who are at least 40 years of age, as of August 31, 2009. The project may be carried out for a minimum of one (1) month to a maximum of twelve (12) months. Up to four (4) API Participating Countries may be visited.

In addition to the general eligibility above, the applicants for the API Senior Fellowships must:

- Be 40 years of age or more as of August 31, 2009 (exceptions may be made);

- Have the ability and experience to conduct research projects and/or professional activities in the Participating Countries other than the applicant's native country or country of residence;

- Undertake the proposed research projects and/or professional activities in up to four (4) of the Participating Countries, but in a country(ies) other than the applicant's native country or country of residence;

- Undertake the proposed research projects and/or professional activities for a continuous period of between one (1) and twelve (12) months (Note: The fellowship period must be continuous.); and

- Have the ability, influence, and means to disseminate the results of their research projects and/or professional activities.


The API Fellowships are for those under 40 years of age, as of August 31, 2009. The project may be carried out for a minimum of four (4) months to a maximum of twelve (12) months. Up to two (2) API Participating Countries may be visited.

In addition to the general eligibility above, the applicants for the API Fellowships must:

- Be under the age of 40 as of August 31, 2009 (exceptions may be made);

- Have the ability and desire to engage in research projects and/or professional activitites in the Participating Countries other than the applicant's native or country of residence;

- Have a strong potential to contribute to their field in the future; - Undertake the proposed research projects and/or professional activities for a consecutive period of between four (4) and twelve (12) months (Note: The fellowship period must be continuous.); and

- Undertake the proposed research projects and/or professional activities in up to two (2) of the Participating Countries, but in a country(ies) other than the applicant's native country or country of residernce.

What are commitments involved?

After the project year, you must attend the annual API Regional Workshop, which usually takes place in November (for applicants for Fellows Year 2010-2011, it will be in November 2011), and present your results by submitting the papers and other materials. You are strongly encouraged to disseminate the results of your project to a wider audience wherever possible.

By fulfilling your commitments, you will become a member of the API Community. You will be expected to participate in the activities of the Community, and will have the chance to apply for post fellowship programs.

What is the API Community?

The API Community is consisted of all past and current recipients of an API Fellowship, and everyone involved in the API Fellowships Program as selection members, program directors, and coordinators. This growing community now members more than 250 persons of varied backgrounds but with a shared commitment. Members meet at national and cross-country functions, as well as through informal networks and collaborative projects at a national and regional level.

What does the API Fellowships Program provide?

- A stipend and housing allowance for the time spent overseas on the project, the amount varies by country;

- International transportation costs, for one round trip only;

- Domestic transportation allowance;

- Research allowance to cover computer costs, field expences, books, tranlation fees, etc.; and

- Travel insurance during the fellowship period.

How are API Fellows chosen?

In each Participating Country, there is a selection committee comprised of established public intellectuals. This committee evaluates all the applications, invites a shortlist for interview, and sends its recommendations to an International Selection Committee which makes the final choice. There are a maximum of six Fellowships for each country per year. The selection procedure is confidential.

What is timing?

- The deadline for application submission is August 31, 2009.

- Interviews will take place in September/October/November 2009.

- The results will be announced in February 2010.

- The project must be carried out between July 1, 2010 and July 31, 2011.

If these are not in English, you must provide an English translation. These letters should be addressed to the API Fellowships Program, and be written within three (3) months before the deadline for submission.

5. A Project Proposal
Your project proposal must address to the following questions (in less than five (5) pages):

What is your project? Please answer in detail.

Why do you want to carry out this project?

Why are you the right person to do this project?
(mention relevant previous experience.)

How are you going to do it? (methodology)

What will be the outputs (research paper, video, performance, etc.) and how will you disseminate it?

How does the project contribute to the goal of API?

What are your past achievements and future plans as a public intellectual? (organization, advocacy, publication, etc.) How will this Fellowship help you?

The position is funded by Ministry of Education and Research.

The applicant should give a list of up to three projects in order of interest. It is necessary to have obtained an average grade of B or better in order to qualify. The appointee must be able to work independently and as a member of a team, be creative and innovative. The research fellow must have a good command of both oral and written English.

The research fellow will be admitted to the doctoral program at the University of Stavanger on an agreement to complete the doctorate within the duration of the scholarship.

The program will mainly be carried out at the University of Stavanger, apart from a period of study abroad at a recognized and relevant center of research.

The research fellow is salaried according to the State Salary Code, l.pl 17.515, code 1017, LR 20, ltr 45, of NOK 353.200,- per annum.

Scholarship for M.S- Ph.D students in Mechanics of Materials, at Korea

We are looking for prospective M.S./Ph.D. students who has interests in a research topic , ‘Construction of Optical X-ray System for Nondestructive Evaluation’ which is co-worked with ‘Institute of Theoretical and Applied Mechanics of the Czech Academy of Sciences’.

Students who have knowledge in Solid mechanics, Microfabrication process, Finite element method, and Characteristics of X-ray will be welcomed.

Also, some experiences about X-ray mirrors, tomographic images, 3D reconstruction using the tomographic images, geometric modeling, biomechanics related to biological materials will be helpful for this research.

Scholarship from our project fund is 900,000 Korean Won/Month for Ph.D. and 600,000 Korean Won/Month for M.S., respectively.

Depending on the TOEIC score (Minimum PBT 527 points, CBT 197 points, IBT 71 points, IELTS 6.0), tuition fee can be exempted.

Phd positions in Automation @ Sweden

The research group in Automation at the department of Signals and Systems is internationally well recognized with strong networks in both academy and industry. General Motors, USA has identified the group as one of their main global strategic research partners within automation. For more than a decade the group (now including about 15 members) has focused its research on development and implementation of reconfigurable automation systems for flexible production.

Job description

The three announced PhD student positions are concentrated on virtual development, control and optimization of production systems with special emphasis on flexible robot stations. Industry faces the challenge to introduce and produce new products much more quickly than today. This means that both the product and the production system must be developed entirely within a virtual (computer) environment.

To achieve this virtual development process, our research is interdisciplinary, on the border between Systems Engineering, Computer Science and Production Engineering. We develop theory, methods and software tools based on

• formal methods for discrete event and logical systems
• artificial intelligence
• discrete optimization
• control theory

Collaboration is performed with industry such as Volvo Cars, Volvo Aero, ABB, SAAB and TetraPak, as well as other research groups, both national and international. The research is funded by Vinnova, and the 7th EU Research Framework Programme.

Details about employment. PhD student positions are limited to five years and will normally include 80% research and 20% departmental work, mostly teaching duties.

Qualifications

Applicants should hold an M.Sc. degree (civ.ing.) or similar in an engineering discipline, awarded by an internationally recognised university-level institution – or documented equivalent thereof. Applicants should have good analytical skills and good ability to work independently towards the goals expressed in the project plans. Applicants are expected to have an excellent working knowledge of both written and spoken English. Since the group’s teaching activities are conducted in both Swedish and English, knowledge of Swedish is an advantage.

Position: Early Stage Researcher/PhD Placement

Project Title: Realized Covariance

Project Description: This project will study estimation and modeling of financial volatilities based on high frequency data, named realized volatilities, which are more accurate measures than their low frequency counterparts. The research objectives are both technique and content driven. The research will focus on developing precise measures of highly dimensional covariance matrices in the presence of market microstructure noise and Epps effects (non-synchronicity and non-equidistance of price observations), as well as on extending and improving the structure of the existing dynamic covariance models in order to account for specific statistical properties, such as long memory and constructing parsimonious parametrical models to capture major stylized facts of price volatility. Further, in the empirical application of the project, it will be shown that realized covariance approaches are strong competitors to standard multivariate GARCH approaches as instruments for portfolio and risk management. For this purposes, new economic and statistical criteria have be developed.

The PhD Scholarship Programme recognises and supports exceptional students who show the potential to make an outstanding contribution to science and computing. This programme supports PhD students in computing and those working at the intersection of computing and the sciences.

Only PhD supervisors should apply. If their project is selected, the supervisor has up to a year to find the best possible student for the project. Joint applications by two supervisors from different disciplines are especially encouraged.

Studentships in High Performance and Parallel Data Mining in UK

Applications are invited for a full-time studentship available in the School of Computing, Engineering and Physical Sciences in the Faculty of Science and Technology. The studentship is tenable for up to 3 years for the MPhil/PhD (subject to satisfactory progress). The studentship will cover the cost of tuition fees at UK/EU rates plus a stipend (currently �12,940 for 2008/09) per annum. International applicants may apply but will be required to pay the difference between UK/EU and international fees. The successful applicant will start on 1st October 2009.

The project will work on "High Performance and Parallel Data Mining" in the School of Computing, Engineering and Physical Sciences. Across many applications, there is increasing utilisation of data mining algorithms to extract previously unknown knowledge from large datasets. Underpinning aspects of these algorithms include that they involve search space traversal and are relatively small and repeated frequently. Thus they are ideal for implementation on high performance accelerators and massively parallel machines. The project will investigate the area of parallel search and its application within a number of data mining approaches and application spaces. High Performance Computing (HPC) architectures and the new HPC technologies (GPGPU, IBM Cell, etc.) will be utilised.

Prospective candidates will have a good honours (or equivalent) degree in Computer Science, Engineering Disciplines or other relevant numerate subjects. The successful applicant should have a good background in C/C++ programming.

Location and The Institute

The PhD student will be part of Jeremiah Horrocks Institute(JHI) which is located on UCLan's Preston campus, just five minutes north of the city centre. The Institute plays a leadership role in steering and operating the University's High-Performance Computational Science Facility, the centrepiece of which is a 56-node SGI Altix 3700. Procurement for a new 500-1000 node cluster on campus has begun, with installation planned for 2009-Q3.

Preston has numerous theatres, cinemas, pubs, clubs, and shops, and was England's first wireless city. It is also one of the most cost-effective places to live in the country. In a recent survey of graduate satisfaction by the Royal Bank of Scotland, graduates gave Preston a 69% rating - fourth in the country and better than Liverpool, Edinburgh, Manchester or London! Just beyond the city lies the Forest of Bowland Area of Outstanding Natural Beauty, and to the west are the seaside resorts of Blackpool, Lytham St Annes and Southport. Further afield the Lake District and Peak District National Parks are within an hour's drive, as are the other regional centres of Liverpool and Manchester.

Preston lies on the West Coast Main Line, and is only two hours from London by train.

PhD Programme in Science and Management @Italy

In 2007, the Department of Economics and the Department of Environmental Sciences of the Università Ca' Foscari of Venice, in collaboration with the Euro-Mediterranean Center for Climate Change (CMCC), have launched a 3-year PhD Programme in Science and Management of Climate Change.

Every year, up to twelve students are enrolled in this Ph.D. programme. All lectures are given in English by internationally renowned professors.

The PhD Programme is organised into two streams:

• Dynamic Climatology at the CMCC Headquarters in Bologna
• Climate Change Impact and Management, at the Department of Economics of the University Ca' Foscari of Venice

For the year 2009/2010 (25th cycle of Italian PhD Programmes) we offer three scholaships with the financial support of the Euro-Mediterranean Center for Climate Change.

Courses and credits

The courses will start in September 2009.
During the first year, PhD students will attend twelve 5-credit courses (30-40 hours of lectures, seminars or labs per course). Eleven courses are planned in each of the two thematic streams, and students will choose the twelfth one from the list of courses of the other stream. Credits are acquired by attending the courses and passing a final exam.

Tutors

During the first year, each student will be assigned a tutor who will be the main reference of the PhD candidates over the 3-year period. Tutors can be academics or distinguished researchers in disciplinary fields related to the PhD programme.

Thesis

A thesis proposal, coordinated by an academic advisor, must be presented after the first year. The final thesis is due at the end of the three years. An extension is possible in exceptional cases. The thesis, written in English, is reviewed by two international referees.

Prerequisites

In order to apply, students are required to hold an Italian "Laurea magistrale" or an equivalent foreign university degree (e.g. MSc or DEA). Foreign applicants shall provide full documentation of their university studies, including course profiles. Knowledge of the English language is a necessary prerequisite. Students are required to send proof of their knowledge of English (Toefl, Cambridge Certificate, etc).

Please note: Candidates for the Dynamic Climatology Stream should have a background in mathematics or physics at the BA level. Previous experience with numerical modelling and programming in a UNIX/Linux environment would be desirable, though not essential.
The Stream on “Impact and Management of Climate Change” has a multidisciplinary approach and background on Economics or Enviromental Science are preferably. Proficiency in mathematics is requested e.g. integral and differential calculus, linear algebra.

• Proposal for a research project to be carried out during the three years;
• Curriculum vitae;
• Presentation/recommendation letters by previous tutors/professors;

• Degree certificates and scores (or equivalent)
• Masters degree certificate or other specialisation courses;
• Academic transcripts (list of courses with grades);
• Scientific publications, including an English abstract;
• Certificates of research experience at universities or research institutions;
• Score in GRE, GMAT, TOEFL or similar standard tests.

Admission evaluation

The candidate's ability to carry out high level research activities will be screened through the evaluation of the documentation attached to the application form. Phone interviews may be organised if necessary.
